According to the newly restyled official Oracle Application Express page, Apex 4.2 sports jQuery Mobile support, responsive web design on theme 25, HTML5 support for charts and more.

With unusual speed for my standards I've already installed Apex 4.2 on a test instance built on top of Oracle Linux 6.3 and Oracle 11 XE as I am eager to see what happens with certain applications when I migrate from a normal theme to the new responsive theme 25. The upgrade from 4.1.1 to 4.2.0 took roughly 20 minutes on an empty Apex environment including the update of the images.
